B is simple, the logical subject for beginning is “England”. Trust me, England was not established in 1788.
“for” is followed by a/an/a number + time noun (such as week, year, day)
e.g. I have stayed in my apartment for 2 days.
“during” cannot be followed by time noun
e.g. I watched a movie during my stay at home.
“over a period of” + time is an idiom
