Kindly please advise why Option A is correct, with reference to Handout 3.3 that “so as to do” and “so+adj+to do” are informal English.

Good question and I think you can ignore this question (one of the few questions that OG conflicts with itself):
A. so + adj + as to do informal, see Q136-C, according to OG, it is “awkward”.
C “have constituted” two different tenses without clear logical reason

for question #12, D is correct answer. i forgot why D is more brief than C and E

"apply to " is better than “be subject to the applicability of”

For #43, correction answer is A. In A, why there’s no ambiguity that “it” is referring to Australia, but not people living in England, or minds of the people.

because “it” is singular and “minds”“people” are plural. As to why not “England”, subject is the priority and “Australia” is the subject in the adverbial clause of time “before Australia is Australia”.

so u mean it refers to Handout 3.1, the logical subject is the subject of the main sentence it modifies?

And could you provide more example to describe “Priority is the subject” as in Handout 5.2? Thank you

It has nothing to do with logical subject. We are talking about pronoun and its reference. Check 5.2 in your handout and you will find a few examples aside.
