Noun clause question

Hi Zeyu, can I ask a question on noun clause? Point 4.3 of the sentence structure handout says noun clauses cannot be used as the object of a preposition, but question number 87 in the question handout used a “whether” clause to follow “depend on”. I’m a bit confused. Could you help explain? Thank you so much.

take “depend on” as a whole as a vt (verb phrase), in this case whether clause serves as the object of the verb phrase.

The rule 4.3 is more on preposition phrase serving as attributive.

Thank you Zeyu. In that case, why is answer C of question 90 wrong if we consider the how clause to be the object of “based on”? Is the preposition attributive?
